Documentation: Here are the two sulfur studies

ShippingWatch on Wednesday reported on the two sides of what could turn into a new sulfur directive dispute. Here are the two studies forming the basis of the disagreements.

Dutch analyst firm CE Delft has performed an IMO-ordered study of the availability of low-sulfur fuel by 2020, and thus the feasibility of introducing a global 0.5 percent SOx limit on shipping emissions from that same date, 2020. The study concludes that there will be sufficient low-sulfur fuel available by 2020, and that the global sulfur limit can thus be implemented four years from now.

Parallel to the publication of the IMO's study, a different study has been submitted to the IMO, namely a second opinion on the availability of low- sulfur fuel from 2020. The second study was performed by US-based consulting firm EnSys, which  volunteered to undertake the study, paid for by several oil organizations along with Bimco.
