Bimco warns shipowners FONAR is no get-out-of-jail-free card

FONAR, which allows ships to bunker high-sulfur fuel in emergencies, should only be used as a last resort, Bimco says, warning shipowners that the exemption is no guarantee against major fines.

On the surface, it may look like an out for shipowners when they get the opportunity next year to sail on high-sulfur fuel even if ships are not equipped with scrubbers. But the so-called FONAR (Fuel Oil Non-availability Report) rules, which allow ships to bunker high-sulfur fuel in emergencies, should exclusively be a last resort for shipping companies, Bimco writes in a newsletter.
