US Coast Guard has to "educate" confused shipowners on ballast water

Implementing regulations on ballast water discharge from vessels has confused many shipowners, who do not know when their vessels must install the systems, the US Coast Guard tells ShippingWatch. More than 13,000 ships have been given extensions on the deadline for installation.
