Seafarers are ”innocent victims” of the conflict in the Middle East, where Yemeni Houthi militia are attacking civilian merchant ships in response to Israel’s invasion of the Gaza Strip, says Arsenio Dominguez, Secretary-General of the UN International Maritime Organization.
