The carriers are Fairplay Schleppdampfschiffsreederei Richard Borchard GmbH, Hamburg, Bugsier-, Reederei- und Bergungs GmbH & Co. KG, Hamburg and Petersen & Alpers GmbH & Co. KG, Hamburg. A fourth carrier was also part of the cartel arrangement, but Unterweser Reederei GmbH and its subsidiaries have been cleared, as the carrier reported the cartel to the authorities.
