Demands for new scrapping rules to take effect in 2015

The scrapping proposal needs to become part of the agenda as soon as possible in order to succeed with implementation before 2015, during which the rules for ballast water take effect, which will cause more scrapping, says EU-parliamentarian Carl Schlyter.

Even though the Committee on the Environment, Public Health and Food Safety (ENVI) of the EU Parliament voted for Carl Schlyter’s scrapping proposal, there is still a long way to go. At the moment, the Swedish rapporteur for the committee is working to get the proposal on the agenda in Strasbourg next week so that he can negotiate with the Council of Ministers, which according to Schlyter has a good and important synergy under the Irish EU presidency. It is important that the proposal moves on as soon as possible in order for it to achieve its full effect, says Schlyter to ShippingWatch.

“If we get it through before summer, there is a good chance that the report is active in 2015, during which a major amount of vessels will be scrapped because the new ballast water convention takes effect. Consequently, it is incredibly important that we have new legislation in place before that time in order for the vessels to be scrapped on a better basis.
