
The deal between the EU countries’ governments on the CO2 quota trade system, Emissions Trading System (ETS), which for the first time will include shipping, contains such a heap of exceptions that it may become difficult for the union to reach its climate target.
Such is the view of international NGO Transport & Environment (T&E) in a comment on the climate agreement, which was made by the EU countries’ environmental ministers in the Council of the European Union late Tuesday after lengthy negotiations.
